The Economist: Nieuw Nederlands model?

Het Britse tijdschrift The Economist van 31 maart 2005 houdt het Nederlandse immigratie- en integratiebeleid tegen het licht. Waar veel internationale media de laatste jaren schamperen over de teloorgegane tolerantie, herkent het blad in de nieuwe Nederlandse aanpak een inspanning om de tolerantie te redden.

Het oude multiculturele ideaal is in de kern conservatief, aldus Paul Scheffer als een van de geïnterviewden, want het gaat eraan voorbij dat immigratie mensen verandert. Scheffer wil aan immigranten de heldere boodschap meegeven dat het recht om van de Nederlandse vrijheid te genieten wederkerigheid impliceert:

As the price of living in an open, law-governed society, they should acknowledge the right of others to individual choice, dissent and “apostasy” from the beliefs of their own community.

Touchy-feely policies

Amsterdams burgemeester Cohen wordt in het artikel geportretteerd als een volhouder die culturele verschillen ergens halverwege met elkaar wil verzoenen. Leren leven met immigrantenculturen, inclusief de islam, is voor Cohen een uitdaging voor zowel gevestigden als nieuwkomers.

Both sides must take steps to understand one another, he insists, if only for the “purely selfish reasons that society cannot function” otherwise.

Hand in hand met een hardere koers op nationaal niveau om moslim-radicalisme te beteugelen, klinkt een verzoenende toon door in het, volgens het blad typisch-Nederlandse, “broad initiative for social cohesion” (“Breed Initiatief voor Maatschappelijke Binding”). Voor The Economist blijft het echter de vraag of Nederland de juiste balans zal weten te vinden:

Faced with the challenge of absorbing immigrants from traditional societies—and drawing the right line between curbing extremism and fostering diversity—Dutch common sense will certainly help, but may not be enough. Like their American counterparts, the ideologues of the new Dutch right have won a wide hearing for the idea that values are important. They have yet to convince Dutch society that they have found the right means of upholding these principles.
